Trying to get a new horse...advice please!?

When your ask your horse to whoa just try saying whoa and if he doesn't stop pull lightly back on the reins and when he stops tell him that he was good and rub his neck.and keep working on that. When you want him to move just cluck and see if he walks. if he doesn't ,squeeze a your legs a little. When he rears don't get mad at him or holler at him or anything mean or won't trust you and he won't want to be around you or listen to you if you get after him for rearing. Just tell him it's ok and he might start to trust you and feel safe aound you and probably won't try to rear up on you. I have been talking to a bunch of different horse trainers. There is one named Racheal and I was telling her how my horse was backing up on me when I told him to go forward and rearing up on me and I had my horse for 3 years too but Racheal told me that I had to spend more time with my horse because he didn't trust me so now that I have been spending time with my horse like riding him in the round pen and talking to him and making him trust me and want to be around me. My horse used to act the same way but now he's way better! Just let your horse now that your not there to hurt him.
