Did the Bomb blast in Oregon sound like a series of mistakes by the cops?

i just read an article and two people were still in the building and the bomb was brought inside. Why would they ever bring a bomb indoors, and shouldn't they have used those robot devices to detonate bombs. I've seen those sometimes.
