Should this cop be reported?

I was on a subway train when a woman was aulted. Also on the train was a female cop (in uniform) who was busy texting on her cell phone. Many people on the train were pleading with her to help apprehend the man who had aulted the woman. She was totally oblivious to everyone and refused to even get up. We kept telling her to do something and she totally ignored us. The ailant left our subway car and entered the next one (where we found out later he went on to ault another woman). After a few minutes he came back into our subway car and we were all scared he would do something again. Another penger had to physically confront the cop to say, "Officer you NEED to do something". She just didn't want to get involved but finally she got up and the man was eventually handcuffed. Should this cop be reported for doing nothing?
